Here's an explaination I found here:

When you are grafting, you are working on the row below as if you were completing the next row and the row above as if you were completing the one after. So, for seed stitch, on the bottom stitches you do purlwise grafting into a knit stitch and vice versa. But the stitch which is purlwise below will be knitwise above. Assuming you have removed a provisional cast on and have your beginning stitches held on a needle, you should finish knitting with the yarn on the same side of the knitting as the tail of your top stitches. If you would have knitted this row starting with a knit stitch, you will start by coming up from the WS through the first st, go up through the half st above and down through its neighbor, then back down through the st below. The next st will start by going down again and will reverse all directions.
