Hi Kris,
You are talking about the "Central Double Dec" in the center of the 5th row.
You slip both the first AND second stitches together (at the same time) as is to knit, then knit 1 stitch, then Pass the two "slipped" stitches OVER the 1 knit stitch.
All of the slipped stitches in this particular are slipped AS IF TO KNIT, instead of slipped AS IF TO PURL.

About Me:
I turned 55 yesterday, July 3rd, quit smoking 5 months ago,and have found I must keep knitting needles in my hands so I don't pick up that cigarette again...I started knitting as a girl taught by my wonderful grandmother and have in turn taught my grandaughters to knit. I am not a beginner nor am I experienced.I'm in between, I love yarn and feel like a kid in a candy store when I see yarns.
